Users Being Created By Russian Bots

Over the last few weeks there have been a flurry of user creations by obvious bots that point to Russian spam and phishing links. Can these please be cleaned up or admin access given to others to allow the cleanup of these accounts? --Clean up complete, captcha on account creation enabled to combat future flurries.
